Besides its average Attack stat, Seaking's stats are mediocre, making it very easy to outspeed and KO. Even with its unique ability for a Water-type in Lightning Rod, Seaking finds itself outclassed by Lanturn. Lanturn has higher overall bulk, a secondary typing, and access to Volt Switch. Furthermore, Seaking is also outclassed by other physical Water-types such as Floatzel, Kabutops, and Carracosta with their higher offensive presence, ability to set up, overall versatility, the first two's higher Speed, the last two's secondary typing, and Carracosta's better bulk.
