Strategy Overview

Pelipper's coveted Drizzle helps make it a premier choice for rain setter, with STAB Hurricane for pesky Grass-types and Tailwind providing further value to rain teams. These traits make it a more offensive option than its rival setter Politoed, which has greater bulk and range of utility options for a more supportive role. Hurricane is great for removing Grass-types like Rillaboom, Amoonguss, and Tsareena on behalf of teammates such as Urshifu-R and Kingdra, which are also prime beneficiaries of rain. Using Pokemon like them, and other rain teammates like Zapdos and Tornadus, is vital for making full use of Pelipper's utility. Unfortunately, outside of super effective hits, Pelipper is underwhelming offensively, and it's often a vulnerable target if left on the field due to its subpar bulk and middling Speed. Its particularly low Special Defense means even strong neutral attacks can be quite threatening. The problem is worsened by Pelipper's weakness to common Pokemon such as Kyurem-B, Tapu Fini, Zeraora, and Dragapult. This harms Pelipper's ability to set rain multiple times when needed, something the more defensive Politoed is usually better at doing.
