Dewgong is completely outclassed as a bulky Water-type by Pokemon like Lanturn and Jellicent due to their better typing and lack of Stealth Rock weakness. Jellicent also has reliable recovery, and both have more valuable utility options such as Volt Absorb and Heal Bell for Lanturn, as well as Taunt and Will-O-Wisp for Jellicent.
