Delcatty's only niche is on dedicated Baton Pass teams due to its access to Calm Mind. The only Pokemon that gives Delcatty competition in this role is Spinda, and Delcatty is generally the superior option due to its greater Speed and access to Wish, which lets it ensure the stat recipient is at full health and can help maintain the HP of other Baton Pass chain members. Delcatty is otherwise completely outclassed by the other Normal-types in the tier due to its lacking stats.
