Horsea is a good option for a special sweeper in a Rain Dance team. It has the second highest Special Attack among all Pokemon with the Swift Swim ability. Mantyke is often said to outclass Horsea, but this is partially wrong. Horsea has better Speed, Special Attack, and Defense than Mantyke. The Speed is the key factor that separates Mantyke and Horsea. Horsea reaches 32 Speed in the rain or after an Agility, which allows it to outpace all Choice Scarf users, something that Mantyke cannot do. Horsea can also use Agility to increase its Speed, but Chinchou and Mantyke do that better.
